Introduction:
The Ocean Information Technology Education Ministry Engineering Research Center (hereinafter referred to as the engineering center) was approved for establishment in December 2009 and officially operated after passing the construction acceptance of the Ministry of Education in July 2018, according to the letter from the Ministry of Education of the People's Republic of China [2009] No.91, Notice on Issuing the Project Approval Plan for the Construction of Ministry of Education Engineering Research Centers for 2008-2009.
The overall positioning of the engineering center is to focus on the forefront of marine information technology, centering on the urgent needs of national strategy, local economy, and industry development while carrying out core technology research and development and achievement transformation of the data perception, interconnection, intelligent mining, and other aspects of star-space-ocean integration. The engineering center aims to provide scientific and technological support for the implementation of the Marine Power Strategy and the Belt and Road initiative.
The goal of the engineering center construction is to take the opportunity of the construction of Double First-Class universities in China and play the radiating role of information discipline, striving to build the center into a first-class engineering research center in the field of marine information in China, forming a complete development model of production, learning, and research, and becoming a technological support platform, industrial incubation base, information think tank center, and talent training base for digital ocean, transparent ocean, and smart ocean in China.
Based on its positioning and goals, the engineering center has relied on Ocean University of China to form an innovative team with high comprehensive quality, rational structure, unity and cooperation, truth-seeking, pragmatic, and efficient qualities. There are currently 75 permanent scientific and technological personnel and three mobile personnel. In the past five years, based on highlighting marine characteristics, the center has formed a systematic engineering technology system in the fields of satellite ocean remote sensing and smart ocean, marine Internet of Things and mobile observation, earth big data, and digital twins. The center has developed rapidly, with distinctive characteristics and remarkable achievements.
In terms of supporting major scientific and technological tasks, the engineering center has undertaken and excellently completed a number of national and provincial-level major scientific and technological projects, making important contributions to China's marine basic scientific research and cutting-edge technology development. The center has innovatively proposed the Observing Wave satellite program, which synchronously carries an interferometric imaging altimeter and ocean laser radar payload, with advanced design concepts, leading technical indicators, and significant international impact; led the first national major scientific instrument development project in China's marine science field, the intelligent buoy for global deep-sea oceans, laying a technical foundation for taking the initiative in the competition of the new round of deep-sea ocean observation and further serving the core interests of China's Two Oceans and One Sea; successfully tackled the independent intellectual property rights of the Beidou satellite navigation positioning technology, breaking foreign monopolies and ensuring the security of China's maritime communication; and for the first time, as a leading unit of a university, presided over the formulation of international standard systems for the home appliance industry and the marine Internet of Things field, striving to improve the information level of China's intelligent manufacturing industry. The center has independently developed the high-perception twinning ocean i4Ocean visualization platform, committed to building it into China's Marine Eye.
In terms of social services, many engineering achievements have played a key role in supporting national strategic needs, promoting social and economic development, enhancing industrial competitiveness, and achieving significant social and economic benefits. Typical engineering achievements include the commercialization of autonomous ocean satellite data processing systems, Doppler atmospheric laser fine measurement systems, underwater weak target detection and early warning systems, AUV data-driven autonomous navigation systems, smart port and digital twin systems, and others.
In summary, in the field of marine information, the engineering center is mastering a number of internationally pioneering and domestically leading core technologies, successfully carrying out the transformation and engineering application of related achievements, gathering a technical team and management team with innovation ability and innovation consciousness. The center is gradually forming a technological innovation base and research and development platform with orderly management, smooth operation, vitality to release innovation capabilities, sustained enhancement of scientific and technological achievement transformation capabilities, and steadily increasing sustainable development capabilities.
