Introduction

  

The Shandong Provincial Department of Ocean and Fisheries, in conjunction with the Shandong Provincial Development and Reform Commission, issued the Notice on the Publication of Shandong Province's Marine Engineering Technology Collaborative Innovation Center in 2019 (Luhaifa [2019] No. 22). The Shandong Provincial Collaborative Innovation Center for Marine Network Space Security and Confidentiality Engineering Technology, led by the School of Information Science and Engineering (now the School of Information Science and Engineering), was approved for construction. This is one of two provincial-level marine engineering technology collaborative innovation centers that the school has been approved to build for the first time, and it will serve as an important platform for the school to serve the integration of science and industry development in Shandong, enhance the academic influence and discourse power of the school in related fields, enhance its ability to serve the local economic and social development, and help with the construction of a Marine Powerhouse.

  

Based on the overall national security concept, the Shandong Provincial Collaborative Innovation Center for Marine Network Space Security and Confidentiality Engineering Technology focuses on the national marine strategy, network space security strategy, and Shandong's marine power strategy, aiming to promote the establishment of a three-dimensional perception network for marine space security and an active confidentiality defense system. The center fully leverages the advantages of marine scientific research in our province, targets national urgent needs, relies on the strong scientific research foundation and engineering capabilities of the School of Information Science and Engineering, the National Secrecy Academy, China Telecom Group System Integration Co., Ltd. Shandong Branch, Xidian University Qingdao Computing Technology Research Institute, and Beijing Digital Star Science and Technology Co., Ltd. The center will innovate institutional mechanisms, adopt a 3+1 three-dimensional layout through the marine network space security core key technology platform, security and confidentiality system confrontation engineering technology platform, interdisciplinary construction and talent cultivation platform, and marine three-dimensional perception, communication, and computing environment security integrated service guarantee system. This center will become a national highland for research and development of marine network space and big data security and confidentiality technologies and the cultivation of high-end talents.

Project achievements

The collaborative innovation center relies on the outstanding disciplines and scientific research advantages of Ocean University of China in the marine field. With the principle of developing advantageous disciplines to drive interdisciplinary integration and form new growth points for disciplines, it continuously improves its innovation ability. The center focuses on the combination of secrecy science and technology and marine network space, constructs a platform for secure transmission and storage of marine information, secure computation and intelligent analysis, attaches importance to result transformation, and enhances its ability to serve the industry with technology.

  

The tasks of the collaborative innovation center mainly come from various research projects at all levels. In recent years, the School of Information Science and Engineering of Ocean University of China and the National Secrecy Academy have undertaken a number of major national, industry, and local scientific research projects and industry-university-research cooperation projects in fields such as marine detection, marine information, electronic communication, computer and robotics, including the National Basic Research Program of China (973 Program), the National High Technology Research and Development Program of China (863 Program), ocean public welfare industry scientific research special projects, national key research and development plan projects, national defense key pre-research projects, and Ministry of Science and Technology international cooperation key projects, etc. The center undertakes more than 10 key projects, general projects, talent projects, and international cooperation projects funded by the National Natural Science Foundation of China every year, with funding exceeding 10 million yuan.

  

In terms of network space security and confidentiality, the team has long been responsible for the research and development of information security and confidentiality theory and technology at the National Secrecy Academy of Ocean University of China. To promote the deep application of confidentiality management and technology in the digital ocean field, the team conducts extensive research on the current situation of confidentiality work related to the sea, analyzes the security and confidentiality risks faced by the digital ocean and marine network space, and continuously conducts research on key confidential technologies related to the sea. The team has undertaken research projects such as Research on Universal Computing Privacy Protection Technology Based on Trust and Strategy, Research on Reliable Data Transmission and Security Issues of Underwater Restricted Networks, Research on Security Issues of Universal Computing Trust Models Based on Game Theory, Public Opinion Monitoring, Analysis and Decision-Making System Based on Mobile Internet, and Security Audit Product Evaluation Tool Software Development Project for Key IT Product Security Evaluation Service Capability Construction Project and Comprehensive Intelligent Analysis Application Research and Development of Mobile Internet Electronic Government. The team executes information system security software development projects such as the Development of IT Product Security Evaluation Benchmark Library System. It has successfully applied for the National Secrecy Bureau key research and development project Internet Public Information Confidentiality Supervision System Based on Big Data Analysis Technology, and it has been approved for the national secrecy scientific research project Research on the Confidential System and Key Technologies Related to the Digital Ocean. Moreover, the team has established a digital ocean big data confidentiality technology development and verification platform. Based on the continuous research and development of the above research topics, the collaborative innovation center has accumulated rich experience in data security and confidentiality theory research, big data security screening, event modeling, analysis and early warning, and information system and computing platform security software development. In addition, the team has achieved rich scientific research and application results in the direction of network space security and information confidentiality through the Aoshan Science and Technology Innovation Plan Project of Qingdao National Laboratory for Marine Science and Technology, Technological Research and Development and Application Demonstration of Marine Big Data and Intelligent Computing Platform.

  

In terms of self-organized underwater and surface networks and ocean-restricted reliable networks, the team has participated in the 863 Program project Key Technologies for Underwater Sensor Network Protocol (2006AA09Z113) and achieved significant results. The team has designed and implemented underwater sensor network nodes, completed experimental deployment of underwater sensor networks, and collected actual data from acoustically constrained networks. The team has established a secure and confidential experimental environment for a three-node underwater IoT network. Each node is equipped with multiple environmental sensing sensors such as temperature, salinity, density, ocean currents, and underwater vision, providing technical support for secure and reliable communication in marine spatial perception networks.

  

In terms of secure collection of marine big data, the collaborative innovation center relies on the Big Data and Intelligent Supercomputing Team of Ocean University of China and has established strong research capabilities in marine big data, intelligent computing, underwater acoustics, underwater lasers, seabed detection, ocean remote sensing, electronic engineering, computer technology, and other fields. The team has undertaken the Shandong Provincial Science and Technology Development Plan project Key Technology Research on Ocean Integrated Information Stereoscopic Monitoring Network Based on Software-defined Radio (2013GHY11519) and has advanced ocean acoustic laboratories, underwater robot laboratories, autonomous surface vehicle prototypes, and autonomous underwater vehicle prototypes. It also has marine exploration equipment and instruments such as underwater laser line scanning imaging systems, providing rich experimental platforms for the development and verification of secure collection technologies for marine big data.

  

In terms of intelligent analysis and processing of marine big data, the team has participated in the Transparent Ocean project of the National Laboratory for Marine Science and Technology and the construction of the intelligent supercomputing and big data joint laboratory of the National Laboratory for Marine Science and Technology, building a strategic frontier technology system for the ocean and developing independent controllable major software and hardware systems to create an international first-class marine intelligent supercomputing and big data center. In 2017, the team undertook the Aoshan Science and Technology Innovation Plan project of the National Laboratory for Marine Science and Technology, Technological Research and Development and Application Demonstration of Marine Big Data and Intelligent Computing Platform, conducting key technology research on intelligent secure platform computing architecture, intelligent acquisition and storage, intelligent fusion and analysis, and intelligent sharing and services for marine big data. Additionally, the team conducted work on formulating standards and technical specifications for marine big data and building a secure and confidential service framework for the full life cycle of marine big data. The team also conducted demonstration applications in fields such as marine IoT, ship IoT, and multi-source data analysis, providing significant technological support and basic security for national marine security.
